The solution is not to get out of paying child support it is to make a motion to modify the child support so that you can make the payments directly to the person that is actually taking care of the child or children. You will not be denied custody simply for living in another jurisdiction. In fact, many people are in your shoes. You might be able to get it from the irs office in the federal building downtown but the wait to talk to someone can be very long. If you live in certain counties, ( generally the large cities - memphis, Nashville, Knoxville and a few others) there is a "landlord and Tenant Act" that applies. In certain specific situations under that act, it is possible to withhold rent, but you have to give the landlord written notice of the problem.
